The conservation and rejuvenation of the river Ganga involve a multifaceted approach that addresses infrastructural, ecological, and socio-economic challenges. To catalyze development along the Ganga main-stem, there are dedicated incentives for states to take up projects by providing an additional share of central grants specifically targeted at sewerage infrastructure. Ensuring long-term sustainability, uniform standards have been established across schemes, mandating ten years of operation and maintenance by a single service provider. This framework includes the mandatory reuse of treated water and a significant expansion of sewerage infrastructure across urban habitations situated on the banks of the Ganga.

The comprehensive management strategy is categorized into specific streams of action. The Nirmal Dhara initiative focuses on managing sewage from both rural and industrial sources. In rural areas, it aligns with sanitation schemes to ensure that all Gram Panchayats along the riverbanks achieve open-defecation-free status. For industrial discharge, the initiative makes Zero Liquid Discharge mandatory, rationalizes water tariffs to encourage recycling, and implements real-time water quality monitoring. The Aviral Dhara component aims to maintain continuous flow and ecological integrity by enforcing River Regulatory Zones, promoting rational agricultural practices with efficient irrigation, and prioritizing the restoration of wetlands.

Further pillars of the rejuvenation strategy include ensuring ecological restoration through the active conservation of aquatic life and biodiversity. The promotion of tourism and shipping is designed to be conducted in a rational and sustainable manner to prevent ecological degradation. Additionally, knowledge management is centralized through dedicated knowledge centers, fostering academic and scientific research on river sciences.

Financial Frameworks: NRI and Clean Ganga Funds

To harness the enthusiasm and financial potential of the global Indian diaspora, specific funding mechanisms have been established. Non-Resident Indians (NRIs) have historically been vital contributors to India's development in education, health, and cultural preservation. Extending this participation to environmental conservation, the NRI Ganga Fund focuses on financing special projects and is structured to optimize fund sourcing and corpus management.

Complementing this is the Clean Ganga Fund (CGF), designed to increase voluntary public participation from both within the country and abroad. The CGF is operated through a trust bank account headed by the Finance Minister, with its secretariat housed under the relevant water resources and river development ministries. Domestic contributions to the CGF are eligible for tax benefits, and foreign donations receive suitable exemptions where permissible. The trust actively explores setting up daughter funds in jurisdictions with high donor interest, such as the USA, UK, Singapore, and the UAE, facilitating localized tax benefits for international contributors.

The CGF is inherently catalytic, identifying and funding pilot projects, research and development initiatives, and other focused innovative endeavors with measurable objectives. The activities financed by the CGF are extensive. They range from controlling non-point source pollution—such as agricultural runoff and human defecation—to setting up comprehensive waste treatment and disposal plants around urban centers. The fund also supports the conservation of biotic diversity, community-based activities to minimize polluting human interfaces, and the development of public amenities like ghat redevelopment. Independent oversight is maintained through intensive monitoring and real-time reporting mechanisms.
